The Italian government imposed this tax as a luxury item. This will ultimately increase the number of private charter flights to and from Italy, and possibly globally.

There are, of course, reasonable guidelines in which to follow.  Any privately owned aircraft can be on the ground, but the 48 hour limit is inflexible. Once 48 hours have passed, the privately owned aircraft is then eligible for taxation.

Italy’s current fees, duties, and taxes are among the highest in the world. The additional tax on private jet travel will only serve to cause a decrease in upper class visitors. For Italy, this becomes a peaceful resolution for an issue that has never really been made terribly public.

Yachts, as well, have a similar new applicable tax, as do cars over 250 horsepower. These taxes will ultimately prevent visitors from entering Italy, and tourism is expected to take a plunging nosedive in the wake of adding such fees.

While it is not entirely clear what the Italian government expects to gain from reducing tourism in this manner, those who still wish to visit the country can easily do so via charter jet.
